1 House Resolution
2 A resolution accepting, acknowledging, and
3 approving the findings of the Florida Public
4 Service Commission's 1997 Report on the Status
5 of Competition.

7 WHEREAS, the State of Florida has enumerated its public
8 policy that the competitive provision of telecommunications
9 services, including local exchange telecommunications
10 services, is in the public interest and will provide consumers
11 with freedom of choice, encourage the introduction of
12 telecommunications services, encourage technological
13 innovation, and encourage investment in telecommuncations
14 infrastruction, and
15 WHEREAS, during the transition to full competition, the
16 Legislature froze basic local telecommunications rates
17 pursuant to s. 364.051(2), Florida Statutes, and
18 WHEREAS, the Legislature directed the Florida Public
19 Service Commission, by December 1997, to investigate and
20 report on an exchange-by-exchange basis whether there is a
21 need to extend the price freeze enumerated in s. 364.051(2),
22 Florida Statutes, and
23 WHEREAS, the Florida Public Service Commission's
24 December 1997 report to the Legislature recommended extending
25 current price freezes for all price-regulated companies due to
26 the lack of local competition, NOW, THEREFORE,

28 Be It Resolved by the House of Representatives of the State of
29 Florida:

1 That the House of Representatives of the State of
2 Florida does hereby accept, acknowledge, and approve the
3 findings of the Florida Public Service Commission's December
4 1997 Report on the Status of Competition and concludes that
5 adequate and meaningful competition does not exist in
6 telecommunications exchange areas in this state and therefore
7 the existing price caps in such areas shall remain in effect
8 until such time that the Legislature determines conditions
9 exist to the contrary.
