2 A resolution directing the appointment of an
3 interim study subcommittee to review municipal
4 utility services and facilities of certain
5 municipal utilities and to report to the House
6 of Representatives.

8 Be It Resolved by the House of Representatives of the State of
9 Florida:

11 That the Speaker of the House of Representatives shall
12 direct the Chair of the House Committee on Utilities and
13 Communications to appoint an interim subcommittee to study the
14 expansion of the Florida Public Service Commission's
15 jurisdiction to include oversight of municipal utilities that
16 provide extraterritorial service to ratepayers residing
17 outside municipal boundaries and to report the subcommittee's
18 recommendations to the House of Representatives at the next
19 regular session of the Legislature. The study shall include,
20 but not be limited to, the tax implications for ratepayers
21 within a municipality and ratepayers outside a municipality
22 and the equality of tax benefits for these classes of
23 ratepayers; bond issues; unrelated municipal services funded
24 by water and sewer rates; and reasonable compensation to an
25 extraterritorial service area in which a municipal utility has
26 its facilities located on tax-exempt property. The study
27 shall also include issues regarding the establishment of a
28 nonpartisan governing board, elected by the ratepayers of a
29 utility, to oversee any proposed changes by the city to water
30 and sewer rates charged to extraterritorial ratepayers, and
