2 An act relating to specialty license plates;
3 amending ss. 320.08053 and 320.08058, F.S.;
4 providing for collegiate license plates for all
5 of the 10 state universities; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (1) of section 320.08053,
11 Florida Statutes, is amended to read:
12 320.08053 Requirements for requests to establish
13 specialty license plates.--
14 (1) An organization that is not already authorized
15 under s. 320.08058(3) and that seeks the establishment of a
16 new specialty license plate for which an annual use fee is to
17 be charged must submit to the department:
18 (a) A request for the particular specialty license
19 plate sought, describing the proposed specialty license plate
20 in general terms.
21 (b) A petition, on a form approved by the department,
22 signed by 10,000 or more residents who state their intent to
23 purchase the requested specialty license plate.
24 (c) An application fee, not to exceed $30,000, to
25 defray the department's cost for reviewing the application and
26 developing the specialty license plate.
27 (d) A marketing strategy outlining short-term and
28 long-term marketing plans for the requested specialty license
29 plate and a financial analysis outlining the anticipated
30 revenues and the planned expenditures of the revenues to be

1 derived from the sale of the requested specialty license
2 plates.

4 The information required under this subsection must be
5 submitted at least 90 days before the convening of the next
6 regular session of the Legislature.
7 Section 2. Paragraph (a) of subsection (3) of section
8 320.08058, Florida Statutes, 1996 Supplement, is amended to
9 read:
10 320.08058 Specialty license plates.--
11 (3) COLLEGIATE LICENSE PLATES.--
12 (a) The department shall develop a collegiate license
13 plate as provided in this section for all of the 10 state
14 universities and the independent universities domiciled in
15 this state. Collegiate license plates must bear the colors
16 and design approved by the department as appropriate for each
17 state and independent university. The word "Florida" must be
18 stamped across the bottom of the plate in small letters.
19 (b) A collegiate plate annual use fee is to be
20 distributed to the state or independent university foundation
21 designated by the purchaser for deposit in an unrestricted
22 account. The Board of Regents shall require each state
23 university to submit a plan for approval of the expenditure of
24 all funds so designated. These funds may be used only for
25 academic enhancement, including scholarships and private
26 fundraising activities.
27 Section 3. This act shall take effect upon becoming a
28 law.
