15 On page 20, between lines 5 and 6,

17 insert:
18 Section 10. Based on the ecological, water quality,
19 and water quantity objectives of this state and the
20 legislatively declared public interest in acquiring the lands
21 in agricultural production which discharge phosphorus into
22 Lake Apopka, the St. John's River Water Management District is
23 directed to pursue the immediate acquisition of all remaining
24 privately owned lands as identified under s. 373.461, Florida
25 Statutes. The St. John's River Water Management District is
26 authorized to purchase such properties pursuant to the
27 criteria and limitations specified in s. 373.461(5), Florida
28 Statutes. If negotiations do not result in the execution of
29 mutually binding sales contracts for all of such properties,
30 the St. John's River Water Management District shall, by June
31 1, 1998, initiate condemnation proceedings in accordance with
