18 Section 2. Each community college must submit to the
19 Executive Office of the Governor, with copies to the President
20 of the Senate, the Speaker of the House of Representatives,
21 the Auditor General, and the Office of Program Policy Analysis
22 and Government Accountability, a one-page summary of all
23 moneys that were expended or encumbered by the community
24 college, or for which the community college was otherwise
25 responsible, during the preceding fiscal year and an estimate
26 of such moneys projected by the community college for the
27 current fiscal year. All such expenditures and estimates of
28 such expenditures must be divided by program and expressed in
29 line items by unit costs for each output measure approved
30 pursuant to s. 216.0166(3), Florida Statutes. Unit-cost totals
31 must equal the total amount of moneys that were expended or

1 projected to be expended by each community college and must
2 include expenditures or projected expenditures of state funds
3 by subordinate governmental entities and contractors, as
4 applicable. Moneys that community colleges receive but are not
5 responsible for, such as reversions or pass-throughs to
6 entities over which the community college has no authority or
7 responsibility, shall be shown in separate line items and
8 expressed in total amounts only. At the regular session
9 immediately following the submission of the summary, the
10 Legislature shall reduce in the General Appropriations Act for
11 the ensuing fiscal year, by an amount equal to at least 10
12 percent of the allocation for the fiscal year preceding the
13 current fiscal year, the funding of each community college
14 that fails to submit the summary required by this section. The
15 Executive Office of the Governor, in consultation with the
16 Office of Program Policy Analysis and Government
17 Accountability, the Auditor General, the Department of Banking
18 and Finance, and the legislative appropriations committees,
19 shall develop instructions as to the calculation of the
20 unit-cost information and the format and presentation of the
21 summary required by this section.
