  1                      A bill to be entitled

  2         An act relating to telecommunications;

  3         providing legislative intent relating to local

  4         telecommunications services; providing an

  5         effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  It is the intent of the Legislature that

10  Florida laws and regulations relating to competition among

11  providers of local telecommunications services, access charges

12  for long-distance companies' use of local telecommunications

13  networks, and the universal availability of local

14  telecommunications services shall promote competition, treat

15  all telecommunications services providers fairly, and serve

16  the best interests of the public.

17         Section 2.  This act shall take effect upon becoming a

18  law.
