17 Section 1. Subsections (5) and (6) of section 322.142,
18 Florida Statutes, 1998 Supplement, are repealed.
19 Section 2. Subsection (8) is added to section
20 282.3091, Florida Statutes, 1998 Supplement, to read:
21 282.3091 State Technology Council; creation.--
22 (8) The council shall create a Task Force on Privacy
23 and Technology. The task force shall include professionals in
24 the fields of communications, government, law enforcement,
25 law, marketing, technology, and financial services, including,
26 but not limited to, the Society of Consumer Affairs
27 Professionals in Business, the Florida Retail Federation, and
28 the Office of Statewide Prosecution. The task force shall
29 study and make recommendations by February 1, 2000, in a
30 report to the Legislature and the Governor regarding:
31 (a) Privacy issues under the Constitutions and laws of

1 the United States and the State of Florida, the Public Records
2 Act, and the advent of the use of advanced technologies.
3 (b) Technology fraud, including, but not limited to,
4 the illegal use of citizens' identities and credit.
5 (c) Balancing the traditional openness of public
6 records in the state with the need to protect the privacy and
7 identity of individuals.
8 (d) The sale of public records to private individuals
9 and companies.

11 In order to carry out its duties and responsibilities, the
12 task force shall hold a summit to gather the best available
13 knowledge regarding these issues. The council shall staff the
14 task force as necessary. The members of the task force shall
15 serve without compensation, but shall be reimbursed for
16 reasonable and necessary expenses of attending the summit and
17 performing duties of the task force, including per diem and
18 travel expenses as provided in s. 112.061. Such expenses shall
19 be reimbursed from funds of the Department of Highway Safety
20 and Motor Vehicles. This subsection is repealed July 1, 2000.
21 Section 3. This act shall take effect upon becoming a
22 law.
