15         On page 38, lines 13-20,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:  local school districts to develop

19  a plan for educational programs in detention centers.  The

20  plan shall reflect the unique needs, variability in lengths of

21  stay, and diversity of youth assigned to juvenile justice

22  detention centers, and instructional strategies to improve

23  student achievement.  The plan shall anticipate the use of all

24  state and local funding categories available to ensure the

25  success of students who are being educated in juvenile justice

26  facilities.  The plan shall provide for appropriate

27  performance outcome measures.  The plan shall be submitted to

28  the Governor, the
