15         On page 33, lines 8-17,

16  remove from the bill:  all of said lines

18  and insert in lieu thereof:  equipment, furnishings, and

19  technology for improving the learner's educational outcomes.

20  The Department of Education shall submit this plan to the

21  Governor, the President of the Senate, the Speaker of the

22  House of Representatives, and the Secretary of the Department

23  of Juvenile Justice by November 1, 1999.  The plan shall

24  contain sufficient detail for the development of a fixed

25  capital outlay budget request which will ensure that student

26  achievement will be enhanced.
