15         On page 2, lines 20-25, delete those lines

17  and insert:

18         Section 4.  The institute shall form partnerships with

19  public, private, and not-for-profit organizations to assist

20  urban communities on critical economic, social, and

21  educational problems affecting the underserved population in

22  the inner cities of St. Petersburg, Tampa, Jacksonville,

23  Orlando, West Palm Beach, Ft. Lauderdale, Miami, Daytona

24  Beach, and Pensacola.
