17 and insert:
18 2. In considering an application for approval of a DUI
19 program, the Department shall determine whether improvements
20 in service may be derived from the operation of the DUI
21 program and the number of clients currently served in the
22 circuit. The Department shall apply the following criteria:
23 (a) The increased frequency of classes and
24 availability of locations of services offered by the applicant
25 DUI program.
26 (b) Services and fees offered by the applicant DUI
27 program and any existing DUI program.
28 (c) The number of DUI clients currently served and
29 historical trends in the number of clients served in the
30 circuit.
31 (d) The availability, accessibility, and service
