  1                      A bill to be entitled

  2         An act relating to community redevelopment;

  3         amending s. 163.387, F.S.; providing that

  4         certain hospital districts are exempt from the

  5         requirement that public bodies and taxing

  6         authorities pay tax increments to community

  7         redevelopment agencies; providing for

  8         retroactive application; providing an effective

  9         date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Paragraph (c) of subsection (2) of section

14  163.387, Florida Statutes, 1998 Supplement, is amended to

15  read:

16         163.387  Redevelopment trust fund.--

17         (2)

18         (c)  The following public bodies or taxing authorities

19  created prior to July 1, 1993, are exempt from paragraph (a):

20         1.  A special district that levies ad valorem taxes on

21  taxable real property in more than one county.

22         2.  A special district the sole available source of

23  revenue of which is ad valorem taxes at the time an ordinance

24  is adopted under this section.

25         3.  A library district, except a library district in a

26  jurisdiction where the community redevelopment agency had

27  validated bonds as of April 30, 1984.

28         4.  A neighborhood improvement district created under

29  the Safe Neighborhoods Act.

30         5.  A metropolitan transportation authority.

  1         6.  A water management district created under s.

  2  373.069.

  3         7.  A hospital district that is an independent special

  4  district, as defined in s. 189.403(2), created under a special

  5  act enacted before 1948, and that owns and operates two or

  6  more hospitals and one or more nursing homes. This

  7  subparagraph does not apply with respect to community

  8  redevelopment agencies established before January 1, 1998.

  9         Section 2.  This act shall take effect upon becoming a

10  law and shall apply retroactively to December 31, 1998.

14    Exempts specified hospital districts from paying tax
      increments to community redevelopment agencies. Provides
15    for retroactive application.
