14         On page 13, line 27, of the bill

16  after the period insert:  It is the intent of the Legislature

17  to establish zero tolerance of criminals who use, threaten to

18  use, or avail themselves of firearms in order to commit crimes

19  and thereby demonstrate their lack of value for human life. It

20  is also the intent of the Legislature that prosecutors should

21  appropriately exercise their discretion in those cases in

22  which the offenders' possession of the firearm is incidental

23  to the commission of a crime and not used in furtherance of

24  the crime, used in order to commit the crime, or used in

25  preparation to commit the crime.
