  1                      A bill to be entitled

  2         An act relating to solid and hazardous waste

  3         management; directing the Department of

  4         Environmental Protection to provide trust fund

  5         moneys to the Southern Waste Information

  6         Exchange, Inc., to assist small businesses in

  7         reducing waste; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Legislature recognizes the need for

12  statewide solid and hazardous waste management assistance to

13  Florida's private businesses and industries. In order to

14  assure that solid and hazardous waste management assistance is

15  provided to Florida's private sector on a continuing basis and

16  that Florida's mandatory waste reduction and recycling goals

17  stated in section 403.706(2)(b) and (4), Florida Statutes, are

18  reached and maintained, the Department of Environmental

19  Protection shall make available to the Southern Waste

20  Information Exchange, Inc., a nonprofit Florida 501(c)(3)

21  organization, $300,000 annually from the Solid Waste

22  Management Trust Fund. These funds shall be used by Southern

23  Waste Information Exchange, Inc., to assist small businesses

24  in complying with solid and hazardous waste management

25  requirements, maintaining and expanding a waste exchange

26  service, providing technical assistance on waste reduction and

27  minimization methods, and helping Florida businesses reduce

28  their waste management costs.

29         Section 2.  This act shall take effect July 1, 1999.
