1 A bill to be entitled
2 An act relating to solid and hazardous waste
3 management; directing the Department of
4 Environmental Protection to provide trust fund
5 moneys to the Southern Waste Information
6 Exchange, Inc., to operate a waste exchange;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. The Legislature recognizes the need for
12 statewide solid and hazardous waste management assistance to
13 Florida's private businesses, industries, and the public
14 sector, including local units of government. In order to
15 assist the department in providing solid and hazardous waste
16 management assistance to Florida's public and private sectors
17 on a continuing basis, the Legislature recognizes the need for
18 a waste exchange as part of the state's comprehensive solid
19 waste and hazardous waste management programs, and designates
20 Southern Waste Information Exchange, Inc., a nonprofit Florida
21 501(c)(3) organization, to provide this service to Florida's
22 private and public sectors. The Department of Environmental
23 Protection shall make available to the Southern Waste
24 Information Exchange, Inc., an annual appropriation from the
25 Solid Waste Management Trust Fund. These funds shall be used
26 by Southern Waste Information Exchange, Inc., to maintain and
27 expand a waste exchange service and other solid and hazardous
28 waste management assistance as requested by the private
29 sector, the department, and local governments.
30 Section 2. This act shall take effect July 1, 1999.

COMMITTEE SUBSTITUTE FOR

4 The committee substitute deletes the requirement that the
Department of Environmental Protection make available to the
5 Southern Waste Information Exchange $300,000 annually from the
Solid Waste Management Trust Fund and instead requires the
6 department to make an unspecified annual appropriation to the
SWIX from the Solid Waste Management Trust Fund. Deletes the
7 provision that states that these funds are to be used by SWIX
to ensure that Florida' waste reduction and recycling goals
8 are reached.
