14 Remove from the bill: Everything after the enacting clause

16 and insert in lieu thereof:
17 Section 1. Paragraph (e) of subsection (5) of section
18 235.186, Florida Statutes, is added to read: (e) No Effort
19 Index Grant dollars are to be distributed until after all
20 Classrooms First dollars have been encumbered or spent.
21 Section 2. (1) The Effort Index Grant task force is
22 hereby created, to serve through March 1, 2000.
23 (2)(a) The task force shall be composed of the
24 following 6 members, who shall be appointed within 30 days
25 after the effective date of this section:
26 1. Two members selected by the Governor, neither of
27 whom shall be a member of the Legislature or an employee of a
28 school district at the time of the appointment, as follows:
29 one architect and one of the Governor's appointees on the
30 SMART Schools Clearinghouse board.
31 2. Two members selected by the President of the

1 Senate, neither of whom shall be a member of the Legislature
2 or an employee of a school district at the time of the
3 appointment, as follows: a representative of the business
4 community and a private sector facilities expert, such as an
5 engineer, architect, construction manager, builder, or
6 planner.
7 3. Two members selected by the Speaker of the House,
8 neither of whom shall be a member of the Legislature or an
9 employee of the school district at the time of the
10 appointment, as follows: a representative of the business
11 community and a private sector facilities expert, such as an
12 engineer, architect, construction manager, builder, or
13 planner.
14 (b) All state agencies are directed to cooperate with
15 and provide assistance to the task force to the fullest extent
16 possible.
17 (c) The task force members shall not receive
18 remuneration for the services but shall be reimbursed for
19 travel and per diem expenses in accordance with 112.062, F.S.
20 (3) In order to ensure consistency in the definitions
21 and standards to be applied to each district for the purposes
22 of awards of effort index grants, the task force shall visit
23 each district which applies for an effort index grant and
24 conduct a review of the five year district facilities work
25 program to validate the basis for the effort index grant
26 application.
27 (b) The task force shall issue a report to the
28 Governor, Speaker of the House, and President of the Senate no
29 later than February 1, 2000, proposing any recommended
30 statutory changes related to the Effort Index Grant program.
31 Section 3. This act shall take effect upon becoming a
