11  Senator Diaz-Balart moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 23, between lines 21 and 22,

15

16  insert:

17         Section 20.  The Florida Building Commission shall

18  conduct research regarding private-sector assistance with the

19  plans review and inspection functions of local government

20  building departments.  Such study shall include:

21         (1)  A survey of the extent to which building

22  departments fail to comply with the statutory deadline,

23  pursuant to section 553.79, Florida Statutes, for issuance of

24  building permits including regional or other significant

25  patterns;

26         (2)  An inventory of local jurisdictions that have

27  exercised the current statutory option, pursuant to section

28  468.617, Florida Statutes, to use private inspectors;

29         (3)  A survey of the experience of local jurisdictions

30  in regard to the impacts of privatization, including fiscal,

31  administrative, health, safety, and welfare impacts; and

 1         (4)  A survey of the experience of other states with

 2  privatizing building department plans review and inspection

 3  functions.

 5  The Florida Building Commission shall analyze and evaluate the

 6  advantages and disadvantages of privatizing plans review and

 7  inspection functions and recommend whether privatization

 8  should be mandatory and, if so, when and under what

 9  circumstances and in what manner such privatization should be

10  implemented.  Staff from the Legislative Committee on

11  Intergovernmental Relations shall provide technical assistance

12  to the Florida Building Commission regarding subsections

13  (1)-(4).  The commission shall present a report and

14  recommendations to the Legislature by January 15, 2000.
