  2         An act relating to education; creating s.

  3         233.0627, F.S.; requiring district school

  4         boards to provide swim lessons for certain

  5         elementary school students; authorizing

  6         cooperative agreements or contracts for the use

  7         of community resources; providing for rules and

  8         standards; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Section 233.0627, Florida Statutes, is

13  created to read:

14         233.0627  Swim lessons for students in kindergarten

15  through grade 3.--

16         (1)  The Legislature finds that the instruction of

17  young children in the basic skills of swimming will save lives

18  and promote the health, safety, and welfare of such children.

19         (2)  Each district school board shall provide swim

20  lessons as a component of the physical education curriculum

21  for each student in kindergarten through grade 3.  Lessons

22  shall be designed to develop mastery of the basic skills of

23  swimming and safety and survival techniques.

24         (3)  District school boards may develop cooperative

25  agreements or enter into contracts with community agencies or

26  organizations for the use of community resources, including

27  park and recreation department facilities.

28         (4)  The Commissioner of Education shall adopt rules

29  and standards for the implementation of the provisions of this

30  section.

31         Section 2.  This act shall take effect July 1, 1999.
