18  and insert in lieu thereof:

19         Section 12.    In order to inform the public and to

20  deter and prevent crime, the Office of the Governor shall

21  place public service announcements in areas having the highest

22  representation in the correctional system explaining the

23  penalties provided in this act.  In addition, the Office of

24  the Governor shall place public service announcements directed

25  to areas of the state which have the highest rate of felony

26  offenses to maximize the preventative aspects of advertising

27  the penalties imposed by this act.  Appropriations designated

28  in Chapter 99-12, Laws of Florida, for public service

29  announcements, shall also be used to fund the public service

30  announcements required in this section.
