11  The Committee on Fiscal Resource recommended the following

12  amendment:

15         On page 1, lines 24 & 25, delete those lines

16

17  and insert:

18         (2)  For any municipality which levies the surtax

19  authorized in (1), the millage rate adopted under s. 200.06,

20  F.S., must be reduced by an amount that will reduce ad valorem

21  tax revenue equal to 80 percent of the estimated surcharge

22  revenue. In the first year the surcharge is imposed, estimated

23  surcharge revenue is $8.8 million. In subsequent years,

24  estimated surcharge revenue equals actual surcharge revenue in

25  the preceding year.

26         (3)  Employees of an Off Street Parking Authority of a

27  city with a population of 300,000 or more within a county as

28  defined in section 125.011(1), are prohibited from ordering

29  the towing of any vehicle within a central business district

30  without requesting the assistance of a law enforcement officer

31  when an authority employee determines that a vehicle is

 1  illegally parked and should be removed.

 2         (4)  This section expires July 1, 2009, and must be

 3  reviewed by the Legislature before that date.
