11  Senator Dawson-White moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 5, between lines 9 and 10,
15
16  insert:
17         Section 3.  (1)  A school district that has 50,000 or
18  more students enrolled in grades K-12 and has an appointed
19  superintendent of schools shall permit community-based groups
20  to provide input and recommendations for the recruitment,
21  retention, or dismissal of a superintendent of schools during
22  the transition from one superintendent to another.
23         (2)  As used in this section, the term:
24         (a)  "Community-based organizations" means
25  organizations that are primarily based within the boundaries
26  under the jurisdiction of the school district. The term
27  includes, but is not limited to, parent-based organizations
28  and Florida not-for-profit corporations. The term
29  "community-based organizations" does not include for-profit
30  entities or any entities that have a contractual or pecuniary
31  relationship with the school district.

 1         (b)  "Input" includes, but is not limited to, a
 2  statement of any qualitative or quantitative attributes that
 3  are desired for the prospective superintendent.
 4         (3)  All meetings regarding the selection of the
 5  superintendent of schools must be open to the public, noticed
 6  at least 48 hours in advance (excluding holidays and
 7  weekends), and recorded.
 8         (4)  A maximum of 50 community-based organizations may
 9  be allowed to provide input, and the organizations must
10  reflect the various demographics of the district, including
11  race, ethnicity, geography, religion, and nationality.
12  Consideration must be given to organizations that are
13  significantly composed of immediate family members of K-12
14  students within the public school district. Each member of the
15  legislative delegation from the area comprising the school
16  district may appoint two groups to provide input.
