18 Section 53. Paragraphs (b) and (c) of subsection (2),
19 paragraph (b) of subsection (4), subsection (6), paragraph (c)
20 of subsection (12), and subsection (15) of section 327.25,
21 Florida Statutes, are amended to read:
22 327.25 Classification; registration; fees and charges;
23 surcharge; disposition of fees; fines; marine turtle
24 stickers.--
25 (2) ANTIQUE VESSEL REGISTRATION FEE.--
26 (b) The registration number for an antique vessel
27 shall be displayed as provided in affixed on the forward half
28 of the hull or on the port side of the windshield according to
29 ss. 327.11 and 327.14.
30 (c) The Department of Highway Safety and Motor
31 Vehicles may issue a decal identifying the vessel as an

1 antique vessel. The decal shall be displayed as provided in s.
2 327.11 placed within 3 inches of the registration number.
3 (4) TRANSFER OF OWNERSHIP.--
4 (b) If a vessel is an antique as defined in subsection
5 (2), the application shall be accompanied by either a
6 certificate of title, a notarized bill of sale and a
7 registration, or a notarized bill of sale and an affidavit by
8 the owner defending the title from all claims. The bill of
9 sale must contain a complete vessel description to include the
10 hull identification number and engine number, if appropriate;
11 the year, make, and color of the vessel; the selling price;
12 and the signatures of the seller and purchaser.
13 (6) CHANGE OF CLASSIFICATION.--If the classification
14 of a vessel changes from noncommercial to commercial, or from
15 commercial to noncommercial, and a current registration
16 certificate has been issued to the owner, the owner shall
17 within 30 days forward his or her certificate to the county
18 tax collector with a fee of $2.25 and a new certificate shall
19 be issued.
20 (12) REGISTRATION.--
21 (c) Effective July 1, 1996, the following registration
22 periods and renewal periods are established:
23 1. For vessels owned by individuals, the registration
24 period begins the first day of the birth month of the owner
25 and ends the last day of the month immediately preceding the
26 owner's birth month in the succeeding year. If the vessel is
27 registered in the name of more than one person, the birth
28 month of the person whose name first appears on the
29 registration shall be used to determine the registration
30 period. For a vessel subject to this registration period, the
31 renewal period is the 30-day period ending at midnight on the

1 vessel owner's date of birth.
2 2. For vessels owned by companies, corporations,
3 governmental entities, those entities listed under subsection
4 (11), and registrations issued to dealers and manufacturers,
5 the registration period begins July 1 and ends June 30. The
6 renewal period is the 30-day period beginning June 1.
7 (15) EXEMPTIONS.--Vessels owned and operated by Sea
8 Explorer or Sea Scout units of the Boy Scouts of America, the
9 Girl Scouts of America, the Florida Association of Christian
10 Child Caring Agencies Safe Harbor Haven, Inc., or the
11 Associated Marine Institutes, Inc., and its affiliates, or
12 which are antique vessels as defined in paragraph (2)(a) are
13 exempt from the provisions of subsection (1). Such vessels
14 shall be issued certificates of registration and numbers upon
15 application and payment of the service fee provided in
16 subsection (7).
