  1                      A bill to be entitled

  2         An act relating to the college reach-out

  3         program; amending s. 240.61, F.S.; specifying

  4         proposals to be given preference under the

  5         program; repealing s. 3, ch. 94-246, Laws of

  6         Florida, relating to legislative review and

  7         repeal of the program; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Subsection (5) of section 240.61, Florida

13  Statutes, 1998 Supplement, is amended to read:

14         240.61  College reach-out program.--

15         (5)  In selecting proposals for approval, the State

16  Board of Education shall give preference to:

17         (a)  Proposals submitted jointly by two or more

18  eligible postsecondary institutions;

19         (b)  A program that will use institutional, federal, or

20  private resources to supplement state appropriations;

21         (c)  An applicant that has demonstrated success in

22  conducting similar programs;

23         (d)  A program that includes innovative approaches,

24  provides a great variety of activities, and includes a large

25  percentage of low-income educationally disadvantaged minority

26  students in the college reach-out program;

27         (e)  An applicant that demonstrates commitment to the

28  program by proposing to match the grant funds at least

29  one-to-one in cash or services, with cash being the preferred

30  match;

  1         (f)  An applicant that demonstrates an interest in

  2  cultural diversity and that addresses the unmet regional needs

  3  of varying communities; and

  4         (g)  A program that coordinates rather than duplicates

  5  services provided to students identifies participants for the

  6  college reach-out program from among students who are not

  7  already enrolled in similar programs that assist low-income

  8  educationally disadvantaged students.

  9         Section 2.  Section 3 of chapter 94-246, Laws of

10  Florida, is repealed.

11         Section 3.  This act shall take effect July 1, 1999.

14                          SENATE SUMMARY

15    Provides for preference under the college reach-out
      program to be given to proposals that coordinate, without
16    duplicating, services to students. Abrogates the future
      repeal of the program.
