11  Senator Gutman moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, line 8,

16  insert:

17         Section 1.    During the construction of a major

18  transportation improvement project or as determined by the

19  district secretary, the department may provide assistance to a

20  business entity significantly impacted by the project if the

21  entity is a for-profit entity that has been in business for 3

22  years prior to the beginning of construction and has direct or

23  shared access to the transportation project being constructed.

24  The assistance program shall be in the form of additional

25  guarantees to assist the impacted business entity in receiving

26  loans pursuant to Title 13 C.F.R. part 120. However, in no

27  instance shall the combined guarantees be greater than 90

28  percent of the loan. The department shall adopt rules to

29  implement this subparagraph.
