1 A bill to be entitled
2 An act relating to contracting; amending s.
3 489.537, F.S.; providing that any county or
4 municipality may require the presence of an
5 electrical journeyman on each job site at which
6 electrical work is being performed; authorizing
7 the establishment of a ratio of journeymen to
8 the rest of the workforce and providing limits
9 thereon; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Paragraph (f) is added to subsection (3) of
14 section 489.537, Florida Statutes, 1998 Supplement, to read:
15 489.537 Application of this part.--
16 (3) Nothing in this act limits the power of a
17 municipality or county:
18 (f) To require that a licensed electrical journeyman
19 be present on each job site when electrical work is being
20 performed in order to supervise or perform such work.
21 Additionally, the county or municipality may require that a
22 licensed electrical journeyman be present on the job site in a
23 specific ratio to the rest of the electrical workforce. The
24 ratio of licensed electrical journeymen to apprentices and
25 helpers, if imposed, shall be set at not greater than one
26 electrical journeyman for every five apprentices and helpers.
27 The county or municipality may impose a ratio of one
28 journeyman to more than five apprentices and helpers, but not
29 more than one journeyman to five or fewer apprentices or
30 helpers.
31 Section 2. This act shall take effect July 1, 1999.
