  2         An act relating to trust funds; re-creating the

  3         Federal Law Enforcement Trust Fund within the

  4         Department of Environmental Protection without

  5         modification and placing it on the standard

  6         review cycle; carrying forward current balances

  7         and continuing current sources and uses

  8         thereof; repealing s. 20.2553(3), F.S.;

  9         abrogating provisions relating to termination

10         of the trust fund, to conform; providing an

11         effective date.

13         WHEREAS, the Legislature wishes to extend the life of

14  the Federal Law Enforcement Trust Fund within the Department

15  of Environmental Protection, which is otherwise scheduled to

16  be terminated pursuant to constitutional mandate, and

17         WHEREAS, the Legislature has reviewed the trust fund

18  before its scheduled termination date and has found that it

19  continues to meet an important public purpose, and

20         WHEREAS, the Legislature has found that existing public

21  policy concerning the trust fund sets adequate parameters for

22  its use, NOW, THEREFORE,

24  Be It Enacted by the Legislature of the State of Florida:

25

26         Section 1.  (1)  The Federal Law Enforcement Trust

27  Fund, FLAIR number 37-2-719, which was created within the

28  Department of Environmental Protection and which is to be

29  terminated pursuant to Section 19(f), Article III of the State

30  Constitution on July 1, 2002, unless terminated sooner by law,

31  is hereby terminated on November 4, 2000, and re-created.

  1         (2)  All current balances of the trust fund are carried

  2  forward, and all current sources and uses of the trust fund

  3  are continued.

  4         Section 2.  Subsection (3) of section 20.2553, Florida

  5  Statutes, 1998 Supplement, is repealed.

  6         Section 3.  This act shall take effect November 4,

  7  2000.
