1 A bill to be entitled
2 An act relating to solid waste management;
3 authorizing the Department of Environmental
4 Protection to use trust fund moneys as grants
5 to Florida-based businesses that recycle
6 lead-acid batteries and other lead-containing
7 materials; directing the department to work
8 with the Department of Management Services to
9 implement a pilot program to collect
10 lead-containing products; providing an
11 appropriation; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. The Legislature recognizes a need for
16 providing a capability within the state for responding to the
17 reuse, recycling, and proper management of waste products
18 generated by users of lead-containing products within the
19 state.
20 Section 2. The Department of Environmental Protection
21 is authorized to use funds from the Solid Waste Management
22 Trust Fund as grants to Florida-based businesses that recycle
23 lead-acid batteries and other lead-containing materials,
24 including products such as televisions and computer monitors
25 that utilize lead-containing cathode ray tubes. This incentive
26 funding may be used for research and development in methods to
27 recover and recycle lead from the environment; for innovative
28 technologies and equipment to process and recycle
29 lead-containing materials; and for establishing an
30 infrastructure to collect and transport lead-containing
31 material to Florida-based recycling businesses.

1 Section 3. The Department of Environmental Protection
2 is directed to work with the Department of Management Services
3 to implement a pilot program to collect lead-containing
4 products, including end-of-life computers and other electronic
5 equipment from state and local agencies. Local governments are
6 encouraged to establish collection and recycling programs for
7 publicly and privately owned lead-containing products,
8 including end-of-life televisions, computers, and other
9 electronic products through existing recycling and household
10 hazardous-waste-management programs.
11 Section 4. The sum of $400,000 is appropriated from
12 the Solid Waste Management Trust Fund to the Department of
13 Environmental Protection for Fiscal Year 1999-2000 to fund the
14 grants authorized by this act. The department is authorized to
15 request annual funding for these grants through the Fiscal
16 Year 2004-2005.
17 Section 5. This act shall take effect July 1, 1999.

22 This bill authorizes the Department of Environmental
Protection to use funds from the Solid Waste Management Trust
23 Fund as grants to Florida-based businesses that recycle
lead-acid batteries and other lead-containing materials, such
24 as televisions and computer monitors that utilize
lead-containing cathode ray tubes. Appropriates $400,000 from
25 the Solid Waste Management Trust Fund to the DEP for FY
1999-2000 to fund these grants. Authorizes the DEP to seek
26 annual funding through FY 2004-2005.
