13         Amendment 

14         On page 1, lines 19-25,

15  remove from the bill:  all of said lines

16

17  and insert in lieu thereof:  maintenance of roadside

18  beautification programs. To accomplish this, for fiscal years

19  1999-2000, 2000-2001, and 2001-2002 no less than one percent,

20  and for subsequent fiscal years no less than one and one-half

21  percent of the amount contracted for construction projects

22  shall be allocated by the department to beautification

23  programs. Except where prohibited by federal law or federal

24  regulation and to the extent practical, a minimum of 50

25  percent of these funds shall be used to purchase large plant

26  materials with the remaining funds for other plan materials

27  and these materials shall be purchased from Florida-based

28  nurseryman stock on a uniform competitive bid basis. The

29  department will develop grades and standards for landscaping

30  materials purchased through this process. To accomplish these
