  1                      A bill to be entitled

  2         An act relating to school funding; amending s.

  3         236.081, F.S.; providing funding requirements

  4         for declines in student enrollment due to

  5         presidentially declared natural disasters;

  6         providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Subsection (7) of section 236.081, Florida

11  Statutes, 1998 Supplement, is amended to read:

12         236.081  Funds for operation of schools.--If the annual

13  allocation from the Florida Education Finance Program to each

14  district for operation of schools is not determined in the

15  annual appropriations act or the substantive bill implementing

16  the annual appropriations act, it shall be determined as

17  follows:

18         (7)  DECLINE IN FULL-TIME EQUIVALENT STUDENTS.--In

19  those districts where there is a decline between prior year

20  and current year unweighted FTE students, 50 percent of the

21  decline in the unweighted FTE students shall be multiplied by

22  the prior year calculated FEFP per unweighted FTE student and

23  shall be added to the allocation for that district; except

24  that if such decline is the result of a presidentially

25  declared natural disaster, 100 percent of the decline shall be

26  the multiplier.  For this purpose, the calculated FEFP shall

27  be computed by multiplying the weighted FTE students by the

28  base student allocation and then by the district cost

29  differential.  If a district transfers a program to another

30  institution not under the authority of the district's school

  1  board, including a charter technical career center, the

  2  decline is to be multiplied by a factor of 0.15.

  3         Section 2.  This act shall take effect July 1, 1999.
