14         On page 24, line 8, through

15            page 25, line 5, delete those lines

17  and insert:

18         Section 8.  Child Support Study Commission; creation;

19  membership; duties.--There is created the Child Support Study

20  Commission in the Office of the State Courts Administrator.

21         (1)  The commission shall consist of 19 members, as

22  follows:

23         (a)  Five members to be appointed by the Governor. One

24  of these members shall be a custodial parent with experience

25  as a child support obligee, one of these members shall be a

26  noncustodial parent with experience as a child support

27  obligor, one of these members shall be a licensed psychologist

28  with expertise in child development and the effects of divorce

29  on children and families, and one of these members shall be

30  certified as a mediator in marital and family law by the

31  Florida Supreme Court.

 1         (b)  The executive director of the Department of

 2  Revenue, or the director's designee.

 3         (c)  The executive director of the Work and Gain

 4  Economic Sufficiency (WAGES) Program, or the director's

 5  designee.

 6         (d)  Two members, to be appointed by the President of

 7  the Senate.

 8         (e)  Two members, to be appointed by the Speaker of the

 9  House of Representatives.

10         (f)  A representative of the Commission on Responsible

11  Fatherhood. The representative shall be from a community-based

12  child support initiative program.

13         (g)  A representative of Men Against Destruction,

14  Defending Against Drugs and Social Disorder (MAD DADS).

15         (h)  A representative of the Family Law Section of the

16  Florida Bar.

17         (i)  Three members, to be appointed by the Chief

18  Justice of the Supreme Court. One of these members shall be a

19  family law judge and one of these members shall be a child

20  support hearing officer.

21         (j)  A representative of the Association for Children

22  for Enforcement of Support (ACES).

23         (k)  A representative from the Office of the Attorney

24  General.

25         (2)  All members of the commission, with the exception

26  of the appointments made by the Governor, must be appointed

27  within 30 days of the bill becoming law. The appointments made

28  by the Governor shall be made 30 days after the other

29  appointments, to allow for the composition of the commission

30  to be broadly reflective of the public, with specific

31  consideration to minority representation. The commission shall

 1  continue in existence until its duties are concluded, but no

 2  later than June 30, 2001. A chairperson shall be elected by

 3  majority vote of the other members.

 4         (3)  The commission shall meet within 30 days after the

 5  appointments of the Governor are made. The commission shall

 6  hold not less than four public meetings in four different

 7  locations in the state during its existence.

 8         (4)  The members of the commission shall be reimbursed

 9  for all necessary expenses in the performance of their duties,

10  including travel expenses, in accordance with s. 112.061,

11  Florida Statutes.
