14 On page 2, before line 1,

16 insert:
17 Section 1. Section 228.3011, Florida Statutes, is
18 created to read:
19 228.3011 Penalty for theft or reproduction of an
20 examination.--
21 (1) Any person who commits a theft of an examination
22 administered by or through the department, the State Board of
23 Education, or the Commissioner of Education, commits a felony
24 of the third degree, punishable as provided in s. 775.082, s.
25 775.083, or s. 775.084.
26 (2) Any person who reproduces or copies, in whole or
27 in part, any examination administered by or through the
28 department, the State Board of Education, or the Commissioner
29 of Education, without the authorization of the department, the
30 State Board of Education, or the Commissioner of Education,
31 commits a felony of the third degree, punishable as provided
