16 insert:
17 Section 1. Section 228.3011, Florida Statutes, is
18 created to read:
19 228.3011 Penalty for theft or reproduction of an
20 examination.--
21 (1) Any person 18 years of age or older who commits a
22 theft of an examination administered by or through the
23 department, the State Board of Education, or the Commissioner
24 of Education, commits a felony of the third degree, punishable
25 as provided in s. 775.082, s. 775.083, or s. 775.084.
26 (2) Any person 18 years of age or older who reproduces
27 or copies, in whole or in part, any examination administered
28 by or through the department, the State Board of Education, or
29 the Commissioner of Education, without the authorization of
30 the department, the State Board of Education, or the
31 Commissioner of Education, commits a felony of the third
