11  Senator Holzendorf moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 25, between lines 3 and 4,

15

16  insert:

17         Section 15.  The Legislature establishes pilot programs

18  in three school districts to provide feeder-pattern transition

19  programs for children entering elementary school. The program

20  shall foster a smooth transition from early education and

21  child care programs to kindergarten, and from kindergarten to

22  first grade, for all the children of the districts in which

23  the pilot program is located. A pilot program shall be

24  established in one rural school district, one urban school

25  district, and one suburban school district.

26         Section 16.  The goal of the pilot programs is to

27  prepare children to enter school with confidence and to

28  succeed in kindergarten and first grade. To achieve this goal,

29  the following elements must be part of the feeder-pattern

30  transition program:

31         (1)  The child care centers and preschool programs that

 1  serve each elementary school must plan and coordinate

 2  activities within the feeder pattern for that school.

 3         (2)  Private preschool and kindergarten providers must

 4  be invited to participate.

 5         (3)  The program must provide an orientation program

 6  for children at each ascending level, from preschool and child

 7  care programs to kindergarten and from kindergarten to first

 8  grade.

 9         (4)  A method for data exchange among programs and

10  schools at the different levels must be established.

11         (5)  There must be joint planning and staff development

12  of service providers, including public schools, for the

13  activities of the program.

14         (6)  Providers of kindergarten and first grade programs

15  must agree on goals and strategies that create a smooth

16  transition for children from the playful orientation of

17  kindergarten to the more structured activities of first grade.

18         Section 17.  The sum of $300,000 is appropriated for

19  fiscal year 1999-2000 from nonrecurring General Revenue funds

20  to the Department of Education to implement the provisions of

21  sections 15 and 16 of this act.
