14 On page 1, between lines 28 and 29,

16 insert:
17 Section 1. Section 290.0067, Florida Statutes, is
18 amended to read:
19 290.0067 Enterprise zone designation for communities
20 impacted by Lake Apopka land acquisition.--Orange County and
21 the municipality of Apopka may jointly apply to the Office of
22 Tourism, Trade, and Economic Development for designation of
23 one enterprise zone encompassing areas suffering adverse
24 economic impacts due to governmental acquisition of Lake
25 Apopka farmlands pursuant to s. 373.461. The application must
26 be submitted by December 31, 1998, and must comply with the
27 requirements of s. 290.0055, except s. 290.0055(3) and (4)(d).
28 Notwithstanding the provisions of s. 290.0065 limiting the
29 total number of enterprise zones designated and the number of
30 enterprise zones within a population category, the Office of
31 Tourism, Trade, and Economic Development may designate one

1 enterprise zone under this section. The Office of Tourism,
2 Trade, and Economic Development shall establish the initial
3 effective date of the enterprise zone designated pursuant to
4 this section based upon when unemployment will occur due to
5 the cessation of farming on lands acquired pursuant to s.
6 373.461. The zone shall terminate 5 years following the
7 established effective date.

20 not meet certain criteria relating to pervasive
21 poverty, unemployment, and general distress;
