14         On page 11, lines 20-22, delete those lines

16  and insert:  governments within counties with populations of

17  75,000 or less than 50,000, or any county that has a

18  population of 100,000 or less and is contiguous to a county

19  with a population of 75,000 or less than 50,000, as

24         On page 2, line 4, after the semicolon

27         revising the population criteria for local
