18 and insert: the state for a period of more than 10 years.
19 (6)(5) The director may award nonfederal matching
20 funds specifically appropriated for construction, maintenance,
21 and analysis of a Florida defense workforce database. Such
22 funds will be used to create a registry of worker skills that
23 can be used to match the worker needs of companies that are
24 relocating to this state or to assist workers in relocating to
25 other areas within this state where similar or related
26 employment is available.
27 (7) Payment of administrative expenses shall be
28 limited to no more than 10 percent of any grants issued
29 pursuant to this section.
30 (8)(6) The Office of Tourism, Trade, and Economic
31 Development shall establish guidelines to implement and carry

1 out the purpose and intent of this section.
2 Section 65. There is appropriated from the General
3 Revenue Fund to the Office of Tourism, Trade, and Economic
4 Development the sum of $800,000 to implement the programs
5 described in section 288.980, Florida Statutes. The funding
6 provided pursuant to this section is critical in assisting
7 with the improvement or upgrade of infrastructure (roads,
8 water supply, power grids, communication nets, etc.) around
9 the state's military bases which will be measured in the next
10 round of military base closures. It is the specific intent of
11 the Legislature that a portion of this appropriation be
12 expended to employ a consultant to evaluate the infrastructure
13 needs of Florida military bases in order to provide a baseline
14 and order of priority for the disbursement of funds. This
15 appropriation is in addition to any funds currently available
16 for grants to help local communities.
