11  Senator Kirkpatrick moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 163, between lines 24 and 25,

15

16  insert:

17         Section 62.  Section 339.081, Florida Statutes, is

18  created to read:

19         339.081  Workforce and Economic Development

20  Transportation Program; program funding; funding

21  eligibility.--

22         (1)  There is created within the Department of

23  Transportation the Workforce and Economic Development

24  Transportation Program.

25         (2)  Program funding shall be as follows:

26         (a)  For Fiscal Year 1999-2000, up to $50 million.

27         1.  Of such funds, 50 percent will be allocated to

28  projects of regional significance which promote economic

29  development.

30         2.  The remaining 50 percent shall be allocated for the

31  purpose of economic development and creating jobs for WAGES

 1  participants.

 2         (b)  For Fiscal Year 2000-2001, up to $75 million.

 3         1.  Of such funds, 60 percent will be allocated to

 4  projects of regional significance which promote economic

 5  development.

 6         2.  The remaining 40 percent shall be allocated for the

 7  purpose of economic development and creating jobs for WAGES

 8  participants.

 9         (c)  For Fiscal Year 2001-2002, and for each year

10  thereafter, up to $100 million adjusted annually by the change

11  in the Consumer Price Index as compared to the previous fiscal

12  year.

13         1.  Of such funds, 60 percent will be allocated to

14  projects of regional significance which promote economic

15  development.

16         2.  The remaining 40 percent shall be allocated for the

17  purpose of economic development and creating jobs for WAGES

18  participants.

19         (3)  Project selection shall be in accordance with s.

20  288.063 or s. 414.030, and funds shall be transferred from the

21  Department of Transportation to the Office of Tourism, Trade,

22  and Economic Development as needed to finance selected

23  projects.

24         Section 63.  The sum of $50 million is hereby

25  appropriated for Fiscal Year 1999-2000 from the State

26  Transportation Trust Fund to the Department of Transportation

27  for the Workforce and Economic Development Transportation

28  Program under section 339.081, Florida Statutes.
