13         Senate Amendment (with title amendment) 

14         On page 2, between lines 16 and 17,

16  insert:

17         (4)  This section shall not prohibit an action against

18  a firearms manufacturer or dealer who markets or sells

19  firearms in a manner that promotes or encourages an illegal or

20  underground market for them, including the sale of excessive

21  numbers of guns into a single market, beyond the expected

22  needs of that market.
