  1                      A bill to be entitled

  2         An act relating to the high school grading

  3         system; amending s. 232.2463, F.S.; revising

  4         the high school grading system; providing an

  5         effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Section 232.2463, Florida Statutes, is

10  amended to read:

11         232.2463  High school grading system.--The grading

12  system and interpretation of letter grades used in public high

13  schools shall be as follows:

14         (1)  Grade "A" equals 94 percent through 100 percent,

15  has a grade point average value of 4, and is defined as

16  "outstanding progress." Beginning with the students entering

17  the 9th grade in 1999-2000, grade "A" equals 90 percent

18  through 100 percent, has a grade point average value of 4, and

19  is defined as "outstanding progress."

20         (2)  Grade "B" equals 85 percent through 93 percent,

21  has a grade point average value of 3, and is defined as "above

22  average progress." Beginning with students entering the 9th

23  grade in 1999-2000, grade "B" equals 80 percent through 89

24  percent, has a grade point average value of 3, and is defined

25  as "above average progress."

26         (3)  Before the 1997-1998 school year, grade "C" equals

27  75 percent through 84 percent, has a grade point average value

28  of 2, and is defined as "average progress."  For the 1997-1998

29  school year and each year thereafter, Grade "C" equals 77

30  percent through 84 percent, has a grade point average value of

31  2, and is defined as "average progress." Beginning with the

  1  students entering the 9th grade in 1999-2000, grade "C" equals

  2  70 percent through 79 percent, has a grade point average value

  3  of 2, and is defined as "average progress."

  4         (4)  Before the 1997-1998 school year, grade "D" equals

  5  65 percent through 74 percent, has a grade point average value

  6  of 1, and is defined as "lowest acceptable progress."  For the

  7  1997-1998 school year and each year thereafter, Grade "D"

  8  equals 70 percent through 76 percent, has a grade point

  9  average value of 1, and is defined as "lowest acceptable

10  progress." Beginning with the students entering the 9th grade

11  in 1999-2000, grade "D" equals 60 percent through 69 percent,

12  has a grade point average value of 1, and is defined as

13  "lowest acceptable progress."

14         (5)  Before the 1997-1998 school year, grade "F" equals

15  zero percent through 64 percent, has a grade point average

16  value of zero, and is defined as "failure."  For the 1997-1998

17  school year and each year thereafter, Grade "F" equals zero

18  percent through 69 percent, has a grade point average value of

19  zero, and is defined as "failure." Beginning with the students

20  entering the 9th grade in 1999-2000, grade "F" equals zero

21  percent through 59 percent, has a grade point average value of

22  zero, and is defined as "failure."

23         (6)  Grade "I" equals zero percent, has a grade point

24  average value of zero, and is defined as "incomplete."

26  For the purposes of class ranking, school districts may

27  exercise a weighted grading system.

28         Section 2.  This act shall take effect upon becoming a

29  law.

  1          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  2                             SB 1602

  4  The committee substitute:

  5  Does not add to the high school grading scale any increments
    between letter grades with additional grade point equivalents.
  6
    Changes the grade equivalents effective with the class
  7  entering ninth grade in 1999-2000. The new grades are:

  8  "A" equals 90 - 100 percent.

  9  "B" equals 80 - 90 percent.

10  "C" equals 70 - 79 percent.

11  "D" equals 65 - 69 percent.

12  "F" equals 0 - 64 percent.
