17  and insert in lieu thereof:

18         (5)  "Repeat violation" means a violation of a

19  provision of a code or ordinance by a person who whom the code

20  enforcement board has been previously found through a code

21  enforcement board or any other quasi-judicial or judicial

22  process, to have violated or who has admitted violating the

23  same provision within 5 years prior to the violation,

24  notwithstanding the violations occur at different locations.
