  1                      A bill to be entitled

  2         An act relating to education; creating the

  3         Emergency Repairs and Renovations at Florida

  4         Public Schools Trust Fund to be administered by

  5         the Department of Education; providing uses for

  6         funds; requiring the department to establish

  7         criteria for distributing the funds; providing

  8         an effective date.

10         WHEREAS, the Legislature recognizes that many Florida

11  public schools are in need of repair and renovation, and

12         WHEREAS, the Legislature understands that adequate

13  facilities promote better learning, and

14         WHEREAS, the Legislature recognizes the need to provide

15  healthy, safe, and secure learning environments, NOW,

16  THEREFORE,

18  Be It Enacted by the Legislature of the State of Florida:

20         Section 1.  There is established a separate fund in the

21  State Treasury, to be known as the Emergency Repairs and

22  Renovations at Florida Public Schools Trust Fund, which is a

23  special fund administered by the Department of Education. The

24  moneys deposited in this fund must be used by the department

25  for the purpose of making emergency repairs and renovations at

26  public schools. The department shall establish criteria and an

27  application process for distributing funds to school

28  districts.

29         Section 2.  This act shall take effect July 1, 1999.
