11  The Committee on Fiscal Policy recommended the following

15         On page 26, line 7, delete that line

17  and insert:

18         1.  Rate of student performance, which must be based on

19  the degree of measured learning gains of the students and must

20  be corrected for characteristics of the student population or

21  the school that are beyond the employee's control.  These

22  characteristics may include but are not limited to attendance

23  or dropout rates, readiness for college, comparative scores on

24  statewide student assessment instruments, the number of

25  students who are enrolled at the school for less than a full

26  school year, the number of students whose native language is

27  not English, school discipline data, and the location of the

28  school.  The Department of Education shall provide technical

29  assistance to school districts to develop the methodology for

30  analyzing student achievement using the required corrections.
