4 Introduction to Employment Opportunity Act";
5 requiring that each state agency having an
6 annual budget of $1 million or more include a
7 separate budget category for employment of
8 persons who have never been employed; providing
9 a portion of such budget category for the
10 employment of minorities; providing legislative
11 intent; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 414.0275, Florida Statutes, is
16 created to read:
17 414.0275 Florida Comprehensive Employment Act.--
18 (1) This section shall be known as the "Florida
19 Introduction to Employment Opportunity Act."
20 (2) Each state agency having an annual budget of $1
21 million or more shall establish a separate category in its
22 legislative budget request submitted under s. 216.031, which
23 shall include specific provision for employment of persons who
24 have never been employed. Each such budget request shall, at
25 the discretion of the agency head, include a portion within
26 the specific provision, for the employment of minority persons
27 who have never been employed and each such request shall be
28 carried forward in the Governor's recommended budget,
29 submitted to the Legislature in accordance with the provisions
30 of ss. 216.151, 216.162, and 216.163, Florida Statutes. It is
31 the intent of the Legislature that the Florida Introduction to

1 Employment Opportunity Act be an integral component of the
2 Work and Gain Economic Self-sufficiency Act as set forth in
3 this chapter.
4 Section 2. This act shall take effect upon becoming a
5 law.

Requires that, as a component of the Work and Gain
10 Economic Self-sufficiency Act as set forth in chapter
414, F.S., each state agency having an annual budget of
11 $1 million or more include a separate budget category for
employment of persons who have never been employed and
12 provides for a discretionary provision for the employment
of minorities who have never been employed.
