17  and insert in lieu thereof:

18         (b)  The total amount of tax credits allocated for all

19  projects shall not exceed the amount appropriated for the

20  State Housing Tax Credit Program in the General Appropriations

21  Act. The total tax credits allocated is defined as the total

22  credits pledged over a 5-year period for all projects.
