11  Senator Campbell moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 11, between lines 3 and 4,

15

16  insert:

17         Section 2.  Section 229.0536, Florida Statutes, is

18  created to read:

19         229.0536  School improvement programs.--For the school

20  years beginning in 1999-2000 and 2000-2001, each school

21  district shall establish the following programs to improve its

22  educational services so that all students can be successful.

23  The programs are as follows:

24         (1)  Each school within the district shall have a

25  school management team, comprised of teachers, parents, and

26  administrators, who shall be empowered to make key program,

27  staffing, and spending decisions.

28         (2)  Each school within a school district shall provide

29  its students with a safe, disciplined environment that is

30  conducive to learning. Secure facilities with adequate

31  security staff shall be provided. A code of student conduct

 1  shall be clearly defined; presented to teachers, parents, and

 2  students; and consistently enforced.

 3         (3)  Each school district shall allow students to begin

 4  their education early. A half-day preschool program shall be

 5  provided for all children between the ages of 3 and 4.

 6  Emphasis shall be placed on laying the foundation for the

 7  development of reading and language skills.

 8         (4)  Each school shall develop a concerted program to

 9  enable each student to read at grade level by the end of the

10  third grade. Students shall be regrouped in small classes

11  across grades according to their current progress for a daily

12  90-minute reading period. Tutors, including foster

13  grandparents who understand the reading program, shall be

14  available from the start to make sure each child keeps pace.

15         (5)  Classes shall be of an appropriate size, not to

16  exceed 35 students. Teachers shall use proven methods of

17  developing student's subject knowledge, computer skills, and

18  high-level thinking and problem-solving skills, as defined by

19  standards in academic subjects.

20         (6)  To enable teachers to concentrate on teaching, the

21  school shall provide the services of a family support team,

22  comprised of a counselor, social worker, and school nurse.

23  This team shall promote parental involvement in the school and

24  identify children and families with health and social problems

25  that inhibit learning. The support team shall assist these

26  students and families directly or refer them to other agencies

27  that are better equipped to address their problems.

28         (7)  Each school shall train the staff in their roles

29  of providing education to the students. Each school shall have

30  a trained facilitator or a trained staff member with the

31  expertise to help teachers and other staff to implement their

 1  respective parts of the program.

 2         (8)  Each school shall have an operation supported by

 3  technology, including, but not limited to, instruction,

 4  management, and parent and student services. Each school shall

 5  have a technology coordinator who shall oversee the placement

 6  of computers and help the staff to use computers effectively

 7  in order to enable students to achieve program standards.

 8         (9)  Each school shall adopt a goal for implementing

 9  programs and strategies effectively in the early grades so

10  that the school can avoid or minimize the practice of later

11  pulling a student out of the educational program and placing

12  the student into special education or remedial education.

13         (10)  Each school shall participate in an

14  accountability program. The program shall set specific goals

15  for student achievement of state standards, measure student's

16  performance against those goals, and be rewarded if the goals

17  are achieved or surpassed.

19  If, after 2 years of providing the above programs, the school

20  within the district is designated as performance grade

21  category "F," the provisions of s. 229.0537 shall apply.
