18 Section 17. Section 233.061, Florida Statutes, 1998
19 Supplement, is amended to read:
20 233.061 Required instruction.--
21 (1) Each school district and private school receiving
22 opportunity scholarships shall provide all courses required
23 for high school graduation and appropriate instruction
24 designed to ensure that students meet state board adopted
25 standards in the following subject areas: reading and other
26 language arts, mathematics, science, social studies, foreign
27 languages, health and physical education, and the arts.
28 (2) Members of the instructional staff of the public
29 schools and private schools receiving opportunity scholarships
30 , subject to the rules and regulations of the commissioner,
31 the state board, and the school board, shall teach efficiently

1 and faithfully, using the books and materials required,
2 following the prescribed courses of study, and employing
3 approved methods of instruction, the following:
4 (a) The content of the Declaration of Independence and
5 how it forms the philosophical foundation of our government.
6 (b) The arguments in support of adopting our
7 republican form of government, as they are embodied in the
8 most important of the Federalist Papers.
9 (c) The essentials of the United States Constitution
10 and how it provides the structure of our government.
11 (d) Flag education, including proper flag display and
12 flag salute.
13 (e) The elements of civil government shall include the
14 primary functions of and interrelationships between the
15 Federal Government, the state, and its counties,
16 municipalities, school districts, and special districts.
17 (f) The history of the Holocaust (1933-1945), the
18 systematic, planned annihilation of European Jews and other
19 groups by Nazi Germany, a watershed event in the history of
20 humanity, to be taught in a manner that leads to an
21 investigation of human behavior, an understanding of the
22 ramifications of prejudice, racism, and stereotyping, and an
23 examination of what it means to be a responsible and
24 respectful person, for the purposes of encouraging tolerance
25 of diversity in a pluralistic society and for nurturing and
26 protecting democratic values and institutions.
27 (g) The history of African Americans, including the
28 history of African peoples before the political conflicts that
29 led to the development of slavery, the passage to America, the
30 enslavement experience, abolition, and the contributions of
31 African Americans to society.

1 (h) The elementary principles of agriculture.
2 (i) The true effects of all alcoholic and intoxicating
3 liquors and beverages and narcotics upon the human body and
4 mind.
5 (j) Kindness to animals.
6 (k) The history of the state.
7 (l) The conservation of natural resources.
8 (m) Comprehensive health education that addresses
9 concepts of community health; consumer health; environmental
10 health; family life, including an awareness of the benefits of
11 sexual abstinence as the expected standard and the
12 consequences of teenage pregnancy; mental and emotional
13 health; injury prevention and safety; nutrition; personal
14 health; prevention and control of disease; and substance use
15 and abuse.
16 (n) Such additional materials, subjects, courses, or
17 fields in such grades as are prescribed by law or by rules of
18 the commissioner and the school board in fulfilling the
19 requirements of law.
20 (o) The study of Hispanic contributions to the United
21 States.
22 (p) The study of women's contributions to the United
23 States.
24 (3) Any child whose parent presents to the school
25 principal a signed statement that the teaching of disease, its
26 symptoms, development, and treatment, and the viewing of
27 pictures or motion pictures that teach about disease, conflict
28 with the religious teachings of the child's religious
29 affiliation, is exempt from such instruction; and a child so
30 exempted may not be penalized by reason of that exemption.
