13         Amendment (with title amendment) 

14         On page 16, line 29,

16  insert a new section 16:

17         Section 16.  In order to implement Specific

18  Appropriations 224, 225A and 225B of 1999-2000 General

19  Appropriations Act, the Agency for Health Care Administration,

20  in conjunction with the Department of Children and Family

21  Services, is authorized to seek a federal waiver to permit

22  employees of a public entity other than the Agency or the

23  Department of Children and Family Services, to conduct Social

24  Security Act Title XIX and Title XXI determinations.  The

25  Title XIX and Title XXI demonstration of eligibility

26  determination at the local level shall be limited to no more

27  than three counties.  If the federal Health Care Financing

28  Administration approves the waiver request, the entity which

29  is approved to perform Title XIX and Title XXI eligibility

30  determination shall be financially liable for penalties

31  assessed by the federal government or determined applicable by
