14         On page 9, line 20, through

15            page 10, line 11, delete those lines

17  and insert:

18         (3)  Appointments must be made by June 1, 1999, and the

19  commission's first meeting must be held by August 15, 1999.

20  The commission shall continue to exist until December 1, 1999.

21  The chairman shall be designated from the membership.

22         Section 8.  Duties and responsibilities.--The Workers'

23  Compensation Rating Law Commission shall:

24         (1)  Hold a minimum of three public hearings, including

25  at least one in Tallahassee, to receive public comment and

26  input relative to Florida's workers' compensation rating law.

27         (2)  Perform a study of Florida's workers' compensation

28  rating law and other state workers' compensation rating law

29  alternatives. The study shall include an analysis of prior

30  approval full-rate, loss-costs, and open-competition rating

31  laws and their impact on rates and premiums. The study shall

 1  be limited in scope to workers' compensation rating laws. The

 2  commission shall not study other aspects of the workers'

 3  compensation system under chapter 440, Florida Statutes.

 4         (3)  Make recommendations concerning the most

 5  appropriate method for establishing rates and premiums for

 6  workers' comprehensive in Florida.

 7         (4)  The study commission may contract with independent

 8  parties to provide such information to the commission as it

 9  determines is necessary to complete its study and

10  recommendations.
