11 Senator Mitchell moved the following amendment:

14 On page 2, line 31, after the period
15
16 insert: However, no money may be distributed under this
17 paragraph until July 1, 2000, and then only within the amounts
18 appropriated by the Legislature each year in the General
19 Appropriations Act. Each provider shall submit to the board,
20 by October 1 of each year, a detailed estimate of the expenses
21 for which it anticipates that it will seek reimbursement under
22 this paragraph during the ensuing state fiscal year, together
23 with a copy of its proposed budget for both operating and
24 capital expenditures. By January 15 of each year, the board
25 shall submit to the Legislature its legislative budget request
26 for funds to be allocated to providers under this paragraph
27 during the ensuing state fiscal year. The budget request shall
28 be based on the information submitted by the providers, and
29 the board shall forward to the Legislature with this budget
30 request copies of the information submitted by each provider.
