14 On page 5, lines 15-22, delete those lines

16 and insert:
17 (8) Any person who violates the provisions of this
18 section commits a nonmoving violation, punishable as provided
19 in chapter 318. A law enforcement officer may not search or
20 inspect a motor vehicle, its contents, the driver, or a
21 passenger solely because of a violation of this section.
22 However, enforcement of this section by state or local law
23 enforcement agencies must be accomplished only as a secondary
24 action when a driver of a motor vehicle has been detained for
25 a suspected violation of another section of this chapter,
26 chapter 320, or chapter 322.
